The 12+8 Pin Adaptor for FCA SGW Secure Gateway Bypass cable is designed to bypass the secure gatway which blocks scan tools from carrying out commands in the vehicle. 

Without the 12+8 pin adaptor, you can only view module information, view live data, and view fault codes. 

If you use the 12+8 pin ports (which are hidden, but online searches will show you where they are on your specific vehicle) you can bypass the secure gateway in the 16 pin port, and instead hook your tool upto the 12+8 pin port.
